Tasks and Functions

Basic tasks of the State Fire and Rescue Service

The State Fire-fighting and Rescue Service is a State administrative institution under the supervision of the Ministry of the Interior (hereinafter - institution) which implements:
  • State policy in the field of fire safety, fire-fighting and civil protection;
  • supervises compliance with the fire safety requirements specified in regulatory enactments;
  • co-ordinates the activities of fire safety, fire-fighting and rescue services established by institutions, organisations, commercial companies and local governments, and voluntary fire-fighter organisations which activities are related to fire safety and fire-fighting.


Functions of the State Fire and Rescue Service:

 

1) to analyse the state of fire safety and possibility of emergency situations in the Republic of Latvia and, on the basis of such analysis, provide the Ministry of the Interior, local governments, as well as other natural persons and legal persons with recommendations regarding improvements of the situation in the field of fire safety and rescue;
2) to organise and perform State supervision of fire safety ;
3) to perform and manage fire-fighting;
4) to perform rescue operations in fire-fighting;
5) to perform rescue operations after road accidents;
6) to organise, manage and perform rescue and search operations in internal waters;
7) in conformity with the technical provisions and possibilities thereof perform other rescue operations;
8) in co-operation with other authorities plan measures in order to ensure readiness for prevention of accidents in the field of activity related to ionising radiation sources;
9) in co-operation with other authorities perform emergency rescue operations in conformity with the radiation safety and nuclear safety requirements specified in regulatory enactments;
10) to participate in the evaluation and State supervision of measures taken for assessment and reduction of the risk of industrial accidents;
11) in accordance with the procedures specified in regulatory enactments participate in the planning of such measures which shall be performed in order to prepare for the prevention of industrial accidents, and in co-operation with other authorities to take and manage emergency measures for the elimination of accidents;
12) to organise, perform and manage emergency rescue operations and operations for the elimination of consequences after chemical accidents, including accidents of hazardous freights and other accidents related to the storage and use of chemical substances or chemical products;
13) to ensure the safety of inhabitants in case of a fire or an accident, to provide first aid in conformity with the professional knowledge of persons serving at the institution and the possibilities of the institution;
14) to take care that in fire-fighting and performing of rescue operations material losses and environmental damage are reduced to a minimum;
15) to ensure operation of the single emergency telephone line (112);
16) in conformity with the competence thereof to organise and implement civil protection measures;
17) to organise and co-ordinate development of material reserves in accordance with procedures specified in regulatory enactments;
18) to organise and co-ordinate utilisation of material reserves in accordance with procedures specified in regulatory enactments;
19) to participate in the development of regulatory enactments regulating fire safety, fire-fighting, rescue and civil protection, as well as in conformity with the competence thereof, to participate in the preparation of opinions regarding the drafts of regulatory enactments developed by other authorities;
20) to train persons serving and working at the institution, as well as to organise the training process;
21) to train persons to be involved in fire safety, fire-fighting and rescue operations, as well as civil protection measures and to organise the training thereof;
22) in conformity with the competence thereof to participate in the acceptance of objects to be put into service;
23) to perform propaganda of fire safety, fire-fighting, rescue and civil protection; and
24) to perform scientific research in the field of fire safety, fire-fighting, rescue and civil protection.
